Question Regarding NPC rules

I don't have people in some locations but what if someone needs an NPC.  Do I have to write a sheet for every NPC, even if I'm only providing it for plot purposes for a regular PC?  I know that if they don't have more than four posts in a three month period I don't have to, but what if the plot goes on longer?  Does every single NPC have to have a sheet?  I mean, it doesn't really make sense to me to have to write up a sheet for someone who's only there to help further a plot and then once that plot is over to just trash them. :(

I think that there can be exceptions to the rule if you make your case to the Council.  Let us know what you have in mind and we can talk about it.
