Geographically, yes it would be an inland sea.  Are you asking if it's salt water or fresh?

The Sea of Azov is fed by the Rubicon (AKA Black Rock) River which is connected directly to the ocean, so I'd say it's a body of salt water with fresh water rivers that also feed it from the mountains.
