Weyrling Drinking?

I swear I used to know the answer to this but.... when can Weyrlings drink again? Is it when they're Senior Weyrlings or after Graduation?

K'sedel says after graduation - He would be on the case of any weyrling he caught drinking, no matter what their age or how far through training.
