Do we have telegraphs?

No, I think that technology has not been ever used, especially since message by firelizard is quicker, and easier to read.

Well, in the 9th pass in Anne's books Fandarel created an invention that "was a long-distance communication device, which carried messages over wires." I remember Lessa/F'lar being excited about this-- I cannot remember off the top of my head if this was more like a phone or more like a telegraph. It was also noted in the book that it did take time to lay the wire for the invention to work (but by 10th pass that should be done.)

I'm not sure what Triad's canon on it is -- Eimi will know, *telegraphs Eimi*

It was a telegraph. Dots and dashes and all. But, IIRC, they had a hard time stringing the wire over distances during threadfall cause it was so delicate, even though it was metal wire, the thread was enough to break it. I can't remember if they overcame that issue or just abandoned it though.
