Making a NPC into a PC

My persona, Liara, has a sister in TSH - PH that is currently a NPC.  I would like to turn Juilania into a PC.  How do I do it and who do I need to talk to? :tumble:

That's easy - all you have to do is submit a persona sheet for her and get it approved!

You'd only have to ask first if she was a ranking character, such as a Master.
