Wiki Edit: Weyr Rankers

Hey folks!

Council has cleaned up the "Weyr Rankers" page on the wiki. Some of the changes include:

• Clearer lines of supervision for rankers.
• The Weyrlingmaster now reports to one person instead of two, though both Weyrwoman and Weyrleader inform the training curriculum
• Weyrlingstaff Assistants (riders under 16) get a little blurb.
• Inclusion of Weyrseconds and Wingthirds
