Weyr Residents becoming Candidates

To use the Weyr residents 'can be allowed to Stand by petitioning the Weyrwoman for candidate status' rule, do I actually have to copost that petitioning?  Or ask permission of the Weyrwoman's writer?  Or send her an email to let her know?

Or just go right ahead and assume it happened 'off stage', so to speak?
