ANPC creation - What rules apply?

I'm not sure if I'm allowed to create them as I'm still being mentored, but in my Search co-post with Eimi Eniidith Searched an extra lad for RBW, and it would be kinda funny if he just disapeared upon reaching the Weyr... Also, I haven't posted the Search yet (waiting for mentor approval). I know I can't create a new persona before posting on my first one, but does the same rule apply to ANPCs? I have the forms all written out, I just don't know if I'm allowed to post 'em. Also, should I send in a Hatching form to Bree for the ANPC if I do post it, or would that be left to chance?

Actually, you don't have to have him as an ANPC.  There are TONS of candidates and weyrfolk  that are never posted with.  They are background figures that are interacted with "off camera" so to speak.  He just blends in with the rest of them.  If you want to do a post now and again with him you can bring him in as an NPC.  You create an ANPC if you really want someone to adopt him and make him a real persona.  So did you really want him to be a fleshed out persona?  Or did you want to just post with him every once in a while?

Well, I just think he's really cute. He's a loner, but always has a listening ear for everyone. I had an inkling of a plot-bunny to make him slightly empathic (wasn't it said in D'Dawn that the first riders were those with higher psionic gifts? Which would imply these gifts were around) to explain why he was so good with people, but couldn't hang around 'em much. They got to be too much for him. Eventually, he'd make a perfect Wingthird.
As you can see, I have lots of plans for this little guy. But I'm not confidant enough in my writing to start writing cross-gender quite yet.
