no but they can be pooled in the case of a big thing like a new hall, new hold, etc

So for example.... I can't give Jelena 500 marks so she can buy a firelizard or whatever she wants.  But if several members wanted to get together to open a new Hold-say Me, You, Suz and Paula... We could each put in 500 to make the 2000. In those situations, it would be allowed to put points together.

But I can't give you 500 points so you can buy a hold and have 100% say in it?

When marks are pooled they are for things both players want. (i.e. Live birth of twins between a couple)  So as far as a Hold is concerned there are a couple of hurdles.

Usually, the players pooling their marks decide ahead of time which of them will be the L1 and L2, etc. The L1 has all the rights and privileges of the position. But, in these cases they also have to get permission from the Council to create the new Hold.

It's rather a process.

Another way to do this is to have the person giving you marks just buy the item and RP giving it to your persona.  Eimi did this when U'kaiah gave Tavia a gold flit.
