Question about harbour master

A harbour master is a seacrafter who oversees the harbour, right?
But which rank he would held? Master or would senior journeyman be enough?

It would probably depend on the size of the harbor in question! A big one with lots of activity might need to be run by an experienced Master... a journeyman could probably handle a smaller, less busy one. ;)
