Paula, you'd need a picture hosting account somewhere like photobucket, Tinypic, or Flickr. There are several different kinds and lots of them are free. Then when you upload a picture there they have the links (typically on the page next to the picture) for you to imbed on this page inside the img tags at the top of your forum screen. If you choose the version of the link that says it's for BBCode OR that has the bracketed IMG tag at the front, that will work just with copy/paste.
The link you provided here can't be viewed as a picture by someone else. It looks like it's inside your email maybe?
If this seems like a language you don't understand, just email me the picture and I'll host it for you and send you the link to put in your post.
