So obviously I have Sarban who would likely be getting these complaints and sending them along to Zandan. Paula's got Zandan who would be dealing with the problem..
Sarban often rides circuit with one of his understewards to some of the outlying holds to check on things and make sure everyone has what they need. Maybe Jenackt happens upon him by accident?
