What if someone opened another tavern somewhere else? Not the clean family place like Vintner hall's tavern, but a rowdy, noisy place where you can drink your head full, gamble, do shady business, brawl or commit lewd acts without anybody paying any attention to you? The kind of place, that is run by former pirate? Would such place need a concil approval? Or would it be enough to submit the tavern keeper and maybe a description of the Tavern? (I already have the ground plan drawn) The exact location on the Pern map is open, but it has to be seashore.
I'm (ever hopefully) working on a proposal for a location at the end of the Nettleweed River, so if you could avoid using that, I'd be grateful.
Are you talking about a NEW LOCATION? Or just an NPC location people can visit that's SWE?

That should be fine if it's just a place that is visited sometimes with a tavern master and a couple regular players. You might want to talk to the Council if you plan on it having a real structure and history to it. For example, Alrog is the only player at his Hold, so it doesn't really need Council approval or discussion. The riverboats, however, have multiple players, storylines, organization, etc so it does need a note to the council.
I'll again offer up the tavern at Shadow Cove. It's already been NPC'd with and is a very unreputable place. :D

I think the only details I've given is that it's in DCW territory and it's a big seaport where Northern ships dock.
