Would an itinerant journeyman (or master craftsman) be a SWE character?

I would think he would be under his crafthall.  Like how he introduces himself.  "Hello, I'm Emo of the Harper Hall"  If he wasn't a crafter and had no hold affiliation then SWE would seem to fit.  As long as he is a travelling harper or healer or whatever he still reports to someone someplace and that would be his home base... even if he was never there.

I would agree with Cali.  They should have someone to report to, so wherever that someone is should be their location.

And if their 'report to' location is NPC?  Are they SWE personas then?

By NPC do you mean one of the old Holds which are now listed as NPC?  Or do you mean a completely new location?

That would be timelined SWE, yes.  Though in the subject you can write DEW-SMH or SWE.

Cool.  Would he be a SWE persona for the purposes of SWE is the 'bonus location for persona creation' in January?
