Do Weyrs employ guards to maintain order, or do they only exist in the holds?
Hmmm Good question! Let us get back to you on that! I would think there would be, but let me run it by the Council to be sure.
Yes, there would probably be a couple people who are employed as guards at a Weyr, but they would not have nearly as many as you would see at a Hold or even Hall. They would only have a few things worth guarding, and probably very little crime as compared to Holds and Halls.

I always thought that the dragonriders did their own guarding... that's what the watch duties were for. The pair in watch duty would greet incoming people and check they were on legal business etc.
There might be guards in internal locations though; dragonriders probably wouldn't be in charge of areas that contained really important things (money, tithes) because they'd have other duties. That's my personal assumption though.
That's what we figured. Dragons on guard duty are in charge of the outside (defences), but you wouldn't really have time for dragonriders to be investigating crimes or guarding interior places. You wouldn't need many, but a few would be helpful.
