If the L1 for a location is away, can somebody else submit an update to the Newsletter's 'Latest News'?

Yes, though it should go down in order of rankings .. L2, then any L3s, and if none of those, then an L4 :)

But, just to clarify, only with the L1s permission, or the Council's if the L1 is LOA.
