Are amnesiacs considered level fives?
(I have just been bitten by a plotbunny, which promises to multiply worse than tribbles. You may see a lot of me on this and other subjects to do with the storyline forming in what I shall call, for lack of a better word, my mind)

Hmm... generally speaking I'd say no. However, you're going to have to work with the Council on the idea to make sure it fits well with our canon. But I think it could be a fun and awesome idea, so run with it!
I might not start it right now, then again I may, it depends how fast it comes together. Would it be ok to ask the Council about the parts I have decided at the moment, and if so how would I get in contact with them? Or should I wait until I've got it all figured out?
